Isabel Crossing will be the fourth development in the Isabel Neighborhood Specific Plan, first adopted in 2020. The neighborhood will feature a variety of new residences, retail and restaurant uses, and neighborhood parks, plazas, trails, and bike paths.

What is the Isabel Neighborhood Specific Plan?

The city of Livermore began developing the Isabel Neighborhood Specific Plan in 2015 to create a comprehensive neighborhood with a mix of housing, businesses, and community uses, with an emphasis on access while embracing the natural beauty of the area. The Specific Plan was approved by the Livermore City Council in 2020 and amended in 2022. LEARN MORE HERE.

What is the vision for this project?

The project is the centerpiece of the Isabel Neighborhood Specific Plan. In following the vision of the Specific Plan, the project proposes a vibrant and sustainable mixed-use community that encourages connections with walking paths, bike lanes, and close proximity to transit, as well as the enjoyment of nature with public parks and plazas for residents and guests.

What housing options will be available?

The project will feature various types of housing: townhomes, flats, and apartments for all family sizes and income levels. The project will provide both rental and ownership opportunities and include affordable, covenanted units for a variety of income levels.

What types of stores and restaurants will be part of Main Street?

Main Street will have a space for a grocery store and neighborhood-serving retail and restaurant uses. This open-air, walkable area will have wide sidewalks, plenty of shade, and space for community events.

Are there parks?

This transformative project will provide ample community spaces for gathering and entertainment. This includes a large park and multiple plazas for relaxation, play, and enjoyment of nature. The project also includes walking paths, bike lanes, and trails to create internal connectivity as well as connections to other parts of Livermore.

If I live in the area, how will my commute be affected?

The mixed-use nature and location of the project are designed to reduce vehicle miles traveled and minimize traffic to the extent feasible. The project is located with direct access to the freeway, is in close proximity to existing and future transit, and will provide over 2,300 parking spaces for residents and guests. Besides the bike lanes, walking paths, and trails, the project will also add traffic lights to Portola and Isabel.

Will there be public art in the neighborhood?

Absolutely. The project is working closely with the Livermore Commission for the Arts to program everything from large displays at prominent street corners to interactive experiences throughout the project.

Are there any sustainability initiatives incorporated into the project?

Yes! This project provides the quality of life you expect in Livermore. Water usage is minimal, including recycled water and highly efficient water systems that meet or exceed the current stringent standards. All of the residential units will incorporate solar panels. All appliances will be electric, and each townhouse will have EV charging. There are several new bus stops connecting to Wheels. Separated bike lanes are provided throughout the project, and you can easily walk to Main Street, the park, and the hydrogen-powered Valley Link trains in the future Valley Link station in the center median of the freeway.

Are there schools?

The project will be served by the award-winning Livermore Valley Joint Unified School District at both the elementary and high school levels. Las Positas College, the #2 ranked community college in California, is also close to the site.

What is the time frame for the development of the project?

The project is anticipated to start construction in late 2024, and build-out will continue for multiple years.
